ゼロ・ウェイスト・ジャパンとうんなんコミュニティ財団は「循環のまちづくり」を志し、島根県雲南市内でゼロ・ウェイストの活動を推進しています。
雲南市の可燃ごみの排出量のうち約4割を占める生ごみは、水分が多く、焼却処理に多くの化石燃料と費用を要するという実態があります。
2020年よりヒアリングや協議を重ね、地域内の団体や個人の活動サポート、勉強会開催等を経て、様々な主体との連携や啓発を続けてきました。さらに大きく取組を前進させるため、市内全域でのコミュニティコンポスト導入に挑戦しました。
2か月間で70基以上のコンポストを市民と製作。家庭への設置普及に留まらず、地域内の団体の拠点や交流センターなどに設置し、地域内で体験・運用する仕組みを広げました。また、そうした取り組みを地域内でサポートする人材育成として「ごみゼロ先生」育成プログラムを始動。うんなんコミュニティ財団のモットーである「地域の人・もの・資金・情報などの資源の循環」を目指し、地域住民の生活や活動の基盤となっている雲南市特有の座組である「地域自主組織」と連携することで、ごみ削減に留まらない取組として実施しています。
2022年6月、雲南市は脱炭素社会への取り組みを宣言し、プロジェクトは新たな段階に進みました。さらなるコンポスト普及とともに、市民のゼロ・ウェイストへの意識も広がりつつあります。

Zero Waste Japan and the Unnan Community Foundation are promoting zero-waste activities in Unnan City, Shimane Prefecture, with the aim of creating a "circulation-oriented city”.
Of the combustible waste generated in Unnan City, about 40% is composed of kitchen waste, which has a high moisture content and requires a significant amount of fossil fuels and costs for incineration. Since 2020, through interviews and discussions, support for the activities of local groups and individuals, and organized study sessions, we have continued to collaborate and raise awareness with various entities.
In two months, we created more than 70 composting units with citizens. Not only did we spread the installation to households, but we also installed them at the bases of local organizations and community centers to expand the system of experiencing and operating composting within the community. In addition, a "Gomi Zero Sensei(zero waste teacher)" training program has been launched to develop human resources to support such initiatives in the community. Aiming to achieve the Unnan Community Foundation's motto of "circulation of resources such as local people, goods and products, funds, and information," we are implementing this as an initiative that goes beyond waste reduction by cooperating with "local voluntary organizations," which are a unique group in Unnan City and form the basis for the lives and activities of local residents.
In June 2022, Unnan City declared its commitment to a decarbonized society, marking a new phase for the project. With the continued spread of composting and a growing awareness among citizens toward zero waste, the project is making significant progress.

「生ごみ削減によるごみの減量」「生ごみ焼却回避による温室効果ガス排出量削減」「生ごみを土にかえすことによる栄養循環」に対して市民が日常生活で実践できる行動として、市内全域へのコンポスト導入と普及活動を行っています。具体的には、地域内自治の主体である、地域自主組織と連携し、地域の交流センターなどで、環境やごみの現状について学べる勉強会や、実際にコンポストを作成するワークショップなどを行っています。(For planet)
また、2023年度のコンポストの材料には地域の製材所から出る端材を活用しており、地域内資源循環・リユースにも貢献しています。この端材を活用したコンポスト製作には、製材所自体が携わり、製作費が支払われることで、端材の処分費用の削減だけでなく、資源循環領域での新事業創出にも繋がっています。(For planet & profit)
コンポストを生ごみの削減だけでなく、コミュニケーションツールとして活用することで地域住民の交流機会創出に繋げています。例えば、地域の交流センターに設置する場合、それを見た住民がセンターの職員に質問したり、家でのコンポスト使用状況を共有し、疑問解消をしたり、話題を生む場となっています。保育園に設置したコンポストは、子どもたちの土とのふれあい、資源循環を考えるきっかけづくりの体験となっています。(For people)

In addition, scrap woods from local lumber mills are used as material for compost unit in FY2023, contributing to resource recycling and reuse within the community. The lumber mills themselves are involved in the production of compost using the offcuts and are paid for their production, which not only reduces the cost of disposing of the offcuts, but also leads to the spawn of new businesses in the area of resource recycling. Not only composting reduces food waste but it also creates opportunities for local residents to interact with each other by using it as a communication tool. For example, when composting is installed at a local community centre, residents who see it can ask questions to the centre's staff, share their composting usage at home, and have their questions answered, creating a topic of conversation. Composting at a day-care centre provides an experience for children to interact with the soil and to think about resource recycling. (For people)

雲南市の小規模多機能自治と、地域主体の環境への取り組みは非常に相性が良いと言える。自治会よりも広範囲の小学校区ほどの範域で、地域自治の組織として機能する「地域自主組織」が雲南市内には30存在し、地域の実情や課題に即して、住民が主体的に課題解決を実行していくインフラとなっている。
ゼロ・ウェイスト・ジャパンとうんなんコミュニティ財団は、その地域自主組織をはじめ、地域内で活躍する様々な団体（母親へのサポート団体、コミュニティにおける福祉サポート団体等）と協働し、コンポストの設置や勉強会を行うことで、市内全域の様々な住民層に資源循環を普及している。
実際に地域自主組織が運営する交流センターでコンポスト製作のワークショップを実施すると、高齢者の参加者に交じって、交流センターで勉強していた小中学生が一緒に製作を補助するなど、多世代の交流機会ともなっている。
また、地域の店舗や寺、地域自主組織の運営する畑に設置したりすることで、地域内の住民が別の接点からコンポストを知る機会を創出している。さらに、環境問題に関心ある大学生が、地域外からこの取組に参画する座組を作った。
これにより、大学生にとっては地域と交流するとともに地域の課題解決に寄与し、活動の実践経験を積める機会となり、地域にとっては、こうした草の根の取組において不足する人手を補いながら、外からの新しい風を入れ、多様な交流を促すきっかけづくりにもなっている。
コンポストには地域の製材所から出る端材を材料として活用し、廃棄物が新たな資源として再利用されるだけでなく、製材所が自らコンポスト製作・販売という新事業を立ち上げるきっかけを生んだ。

The small-scale, multifunctional self-governing bodies of Unnan City and community-based environmental initiatives go hand in hand very well. In Unnan City, there are 30 "local self-governing bodies" that function as local self-governing organizations in an area the size of an elementary school district, which is larger than a neighborhood association, and serve as a societal infrastructure for residents to proactively resolve issues in line with local conditions and challenges.
Zero Waste Japan and the Unnan Community Foundation are collaborating with these local self-governing bodies and various other organizations active in the local community (support groups for mothers, welfare support groups in the community, etc.) to promote resource recycling among various groups of residents throughout the city by installing composting and holding study sessions.
In fact, when a workshop on composting was held at a community center operated by a local voluntary organization, elementary and junior high school students who were studying at the community center assisted the elderly participants in composting, providing an opportunity for multi-generational exchange.
In addition, by installing composting workshops in local stores, temples, and fields run by local voluntary organizations, local residents have an opportunity to learn about composting from a different point of contact. In addition, a group of university students who are interested in environmental issues from outside the community have been invited to participate in the project.
For the local community, the program has provided an opportunity for university students to interact with the local community, contribute to solving local issues, and gain practical experience in the activities. For the local community, the program has provided an opportunity to bring in new winds from the outside and promote diverse interactions while filling the shortage of manpower in these grass-roots efforts.
The compost is made from scrap lumber from local sawmills, not only reusing waste as a new resource but also creating an opportunity for the sawmills themselves to launch a new business of compost production and sales.
